Elmer is specialised in private law in relation to the public sector, general administrative law and property. His cases are often at the interface of public and private law, including special legislation. Elmer’s expertise also includes corporate laws such as ground lease, right of superficies and tenancy law.

Elmer advises on written agreements for projects concerning authorities, public-private partnerships and private developments. The matters often concern complex relationships, large interests and customisation. He acts for authorities, social institutions, housing corporations and private parties, and also conducts legal proceedings on their behalf in the civil courts and administrative courts.
